Unpermitted roadworks problem

Temp lights are in place along this area near the rugby club. The rugby club have a game within the lights where they are working and there are no lights into the entrance of the club. This could be a health and safety risk as lights would either need to be put up in the entrance to the club or there may need to be police presence. There is nothing on roadworks that i can see and no permits in that specific area. Can this be looked into. Customer said it was gas works. They were there before but looked to have extended. Works previously are under permit number that i can see is (XY243003002214319-FP)
