Unpermitted roadworks problem

It appears there are yet more roadworks planned for Churchdown Hare & Hounds in 3 weeks. There cannot be a junction anywhere in the country which has had more disruption in the last 5 years. Assuming this is true and bearing in mind the population of the village and the fact this road is used by 2 emergency providers I'd like to know where the fault lies. Your answerphone message asks for staff to be treated with courtesy and respect but there is absolutely none shown to local residents. The traffic situation has been beyond comprehension for years now and there seems to be no end to it. It's an absolute disgrace and I would like an explanation from whoever is ultimately responsible for the consistent appalling organisation here.
