No. 5 have fenced off and laid decorative stone over part of the public footpath, creating private access and obstructing public manhole covers. A new ad hoc side gate has also been inserted into the wall between Nos. 5 and 6, altering the original boundary line. Historic Google images show this area was previously open (and now) adopted highway; as does the FixMyStreet Map.

Location: Directly outside 5 Stearman Walk, on the shared public footpath between Nos. 5 and 6.
Within the past week, the occupants of No. 5 have fenced off and surfaced part of the public footpath with decorative stone, creating a private side path leading to a newly installed ad hoc side gate. This now blocks access to public manhole covers and turns part of the adopted footpath into private space.
Concerns: – A section of public footpath has been enclosed and is being used as private access (especially with regards to the ad hoc side gate). – Access to public manhole covers is obstructed. – The original boundary wall has been cut into to create a new gateway that did not previously exist. – These changes appear to have been carried out without planning permission and alter the approved layout of the development.
Requested action: – Please investigate and confirm the highway boundary. – If this area is adopted public footpath, I request that the council: • Require removal of the fence, decorative stone, and gate. • Ensure the footpath and access to manhole covers are reinstated. • Notify utility companies if their access is blocked. • Consider whether planning enforcement is needed for the alteration of the building frontage (in respect of the new gate).
