Traffic lights but no work ever being fonet

Please can you explain why the temporary traffic lights are still in situ where the car was on fire but no work has ever been done to sweep debris away or repair the road. The lights make journeys along he A46 even more unbearable than we have to endure on a daily basis and the frustration of these lights with no evidence of any work ever done makes it worse. Thanks
