Lockable barriers have been installed

Brook Lane and Ash Lane, at the end of Sorrel Street, Twigworth.
I was out walking my dog this afternoon and noticed that lockable barriers have been installed on Brook Lane, on either side of the entrance to the proposed Brook Lane Development.
Does anyone know who installed these barriers? What permissions were sought before they were installed, and who was consulted as part of the process?
There is a dog waste bin located at this point which is owned by the Twigworth Green Management Company. The bin is serviced weekly on Tuesdays by a visiting van or pick-up truck.
As the barriers now appear to restrict vehicle access, it may no longer be possible for the bin to be serviced in the usual way.
Has consideration been given to this issue, and are those responsible for servicing the bin aware of the change?
I would appreciate any information regarding the installation of these barriers and the consultation process that preceded it.

This report has now been passed to the Highways team for assessment.
If repair work is required, it will either be classed as urgent or will be put into a planned programme of works to ensure it is repaired as efficiently as possible.
In some cases a temporary repair will be needed, to make the area safe, then engineers will return to make a permanent repair.
An update on the issue will be provided.
