Unpermitted roadworks problem

Customer states that they have planted wildflowers at the location. Recently, a work team have been on site (unknown origin) marking the pavement. They have approached them, as they were planning to strim/cut down the flowers - these were left alone. Can Highways advise what's happening - if works are planned - and why somebody would wish to cut down these flowers, as they don't understand this.
