Unpermitted roadworks problem

Customer is from Parish Council and signs have been erected for telegraph post installations by Openreach. Residents would like to know where they will be placed as they cannot get hold of BT/Opnereach unless a premium rate is paid. There is an objection website but this does not help in providing a location either. Do Streetworks or the depot team have any information for the PC to act on or details to contact BT/Openreach directly. Ps, nothing on One.Network about these permits.
