Unsafe and deteriorating pavement surfaces with repeated failed patch repairs and trip hazards

Pavement along Clarence Road near the Holst Victorian House Museum / junction area shown on the map pin. The footway surface is heavily deteriorated with widespread cracking, uneven surfacing, failed patch repairs and inconsistent reinstatement materials across an extended section of pavement. There are multiple areas where asphalt patching appears to have broken down or deteriorated around existing paving slabs, creating uneven walking surfaces and potential trip hazards, particularly in wet conditions. The issue appears longstanding rather than isolated, with repeated patch-over-patch repairs visible across the route. Surface condition is poor for pedestrians, wheelchair users, pushchairs and those with mobility impairments. I have photographs and video evidence showing the condition and extent of the deterioration.

  • Further to my earlier report and correspondence, I note that “Uneven Footway” warning signage has now been installed at the location.

    I have attached further photographs taken this morning showing:

    Extensive patch-style asphalt reinstatement, uneven surface transitions, visible cracking and deterioration, and the broader visual impact within this prominent Regency/conservation streetscape.

    The installation of warning signage would appear to acknowledge that the current condition presents a recognised pedestrian safety concern requiring formal warning measures.

    Please can you confirm:

    Whether the location has now been formally inspected or categorised for remedial works; whether the present reinstatement approach is considered compliant with Gloucestershire County Council standards and conservation/public realm expectations for this part of Cheltenham; and the anticipated timetable for any permanent remediation works.

    For completeness, please also confirm whether the warning signage has been installed by Gloucestershire County Council, its contractor, or a statutory undertaker.
