Plastic barricades blocking road

There is a huge crater in the turning area of Elmgrove rd west, highways have put barriers around it approx 3 weeks ago and not carried out any work . These are preventing anyone turning in the road so they are using people’s driveways causing kaos. Today they have blown into the street blocking access to the top part of the road and leaving the crater open.
