Unpermitted roadworks problem

Customer reports that the land owner has dug up the grass verge and damaged a Gigaclear connection/water infrastructure at the location. They now plan to concrete over the verge to stop the wear caused by farm machinery which turns at this point, which will cause access issues for them. They feel that the landowner should have notified Highways of their intentions and ask that this is investigated. Feedback requested.
