Road conned off but little evidence of work being done

Sent to Gloucestershire County Council less than a minute later. FixMyStreet ref: 8939360.

Had a 1 hour delay this morning between Asda traffic lights and A38 roundabout going to M5 and dursley. Only saw highways truck with no apparent work being done. Cones need to be removed during peak hours to prevent gridlock and severe delays . People doing roadworks should be fined for poor planning. There was no signs warning of roadworks in last week and this has not been publised
