Water drainage forced over the road

This report is after flooding obscuring the problem has subsided. The South side of road ditch terminates in a mass of leaves mud and sticks (pictured), any sign of culvert was not visible even right next to the ditch. The only way it can drain more than a trickle is over the road to the field to the north. Two pictures show where it is forced to drain over the road with substantial flow.

Sometimes during periods of heavy rain, even a clear gully can be overwhelmed. Usually the water will drain away within an hour.
