Traffic lights not changing for long enough

Sent to Gloucestershire County Council less than a minute later. FixMyStreet ref: 8498287.

When leaving Sudmeadow Road the traffic lights only goes green for 3 seconds. I have reported this before and the time was upped to 5 seconds. It's reverted to 3 seconds and it is not long enough. To get a decent amount of cars out it should be 10 seconds. Today we had to wait 10 minutes for 3 seconds of green light.
