Unpermitted roadworks problem

Customer complains that STW have installed temporary traffic signals at the location and then departed, without starting any work. There is currently traffic chaos, which is causing a great deal of frustration for motorists. They query why can't STW be made to complete their work asap; they have called them and been advised that they have 3 days to complete their task. They argue that Highways should have more control over contractors to whom they have issued permits to - they should ensure that they work 24 hours to complete jobs expediently.
