Overgrown vegetation on path/way problem

The location is the public right of way through the property known as Rider's Cottage. The original right of way was through the garden but they diverted it slightly below their garden but it's now in accessible due to trees and thorned shrubs. The property is also an eyesore, covered in rubbish and abandoned vehicles. The footpath through the woods including steep steps leading up to footpath in question is also unmaintained and obstructed.
