Unpermitted roadworks problem

Customer wishes to make an official complaint about the three way temporary signals at the location - they were in place last week as well. There is nobody working on site and there appears to be no logical reason for their presence at all. Due to the prevailing traffic conditions (there are tailbacks to Woodchester), they have missed a train to London for an important meeting. Feedback requested.
