Drain is not blocked but pipe falls the wrong way causing surface water not to drain away

The drain at the top of Greystones drive does not fall at correct levels and therefore the surface water does not drain away. The water builds up on the road and flows down the drive of Empire villas next door and into our garden causing severe flooding to our property. This has been happening for approx 2 years since the old garage was knocked down and new houses (Empire villas) were built. We have had drains cleared out but didnt make a difference. Videos of the damage to our property are available if required. Surface water is also a problem from the houses on opposite side of Bowl Hill running on to the road.The vast amount of water does not run down our drive (Greystones) but comes from the drive next door which does not have any drain at the bottom and therefore ends up in our property.

Sometimes during periods of heavy rain, even a clear gully can be overwhelmed. Usually the water will drain away within an hour.
