Noisy manhole cover

There are two manhole covers that are loose and make a loud banging noise every single time a vehicle passes over. I gather it has been inspected and deemed non-urgent but perhaps the person who inspected it should try living near it. It is insufferable, especially during the warm weather when our windows are open. The noise is having a highly detrimental impact on everyone who lives nearby and needs to be resolved as soon as possible.
