Traffic signage on single track road

Fromebridge Lane is a single track road which used to have unsuitable for HGV and 30mph signage at the junction with the A38. The sign post as been removed which has increased substantially the use of the road by commercial vehicles. Since the unauthorised change of use at Netherhill Farm to light industrial units the traffic through the night dropping off broken vehicles to the repair shop is also significantly increasing disruption. The result of this is congestion where vehicles cannot pass each other, damage to parked cars (most recent a resident had their vehicle damages by an HGV who failed to stop and report) damage to the grass verges and noise pollution day and night. Whilst I appreciate there are limitations to what you are able to do (in particular the unauthorised industrialisation of Netherhills farm which is now a matter for Stroud District Council) I feel re-instating suitable signage and maybe reducing the road from 30mph to 20mph may go someway to help. This may also dissuade drivers from using Fromebridge Lane (another and separate issue) as a short cut to avoid the junction at the top off the Perry way and A38. Speed bumps would be welcome as many drivers do carry excessive speed when using the lane as a short cut. Any action to reduce the increasing levels of traffic would be most appreciated by all residents of Fromebridge Lane.
