Light sensor is not detecting vehicles problem

Temp lights are favouring traffic from one side. Worker on sight is doing nothing and there are still massive holes in the ground. How is this going to be finished by Tomorrow, when One.Network says this will finish?

•Objects on the highway network (i.e. a fallen tree)
•Faulty temporary or permanent traffic lights (i.e. stuck on red)
•Exposed cables
•Multiple street lighting faults
