Roadworks with no progress

Where commercial road meets Southgate street there have been roadworks for weeks but I have never seen anyone working or any change in the roadworks. This is turning my 10-15 minute commute into minimum half an hour as I live on the docks and spend ages queuing every day to get to my flat.
