Building works encroaching into 3 lanes

Building works at noted site is encroached into three lanes. The heras fencing is over one lane removing the middle lane, all of the traffic going straight on or right is backing up and causing a four mile tail back onto eastern avenue. This has been the entire week thus far. Deliveries this morning were backed up dangerously into the lane to go straight on causing a hazard. There are no road signs, there is no traffic management. There is no deliveries management and no consideration for the highway.
