The traffic lights whilst works are on going are letting only 4 vehicles through the queue are madness why are these not manned at peak times no traffic flow

Tewkesbury by/pass horses round about traffic lights only letting 4 vehicles through so lots of light jumping this needs sorting why are they not manned at peak times
