Loose/rattling cover/ironwork problem

There is a serious flooding problem on Noverton Lane, particularly between the junctions of Cockcroft Lane and Desert Orchid Road. there is continual running water now and the road is covered in mud and stones. As this part of the road is not wide enough for two vehicles to pass, it is proving a dangerous hazard. I nearly had a head-on collision today with another vehicle because we both had difficulty stopping on the poor surface. We both narrowly avoided what could have been a very nasty collision. There are young children with horses often on this stretch of road and I’m quite concerned that there could be a nasty accident.
The drainage ditches and the drains do need keeping clean. At the moment they are full with debris which is causing the problem. It should be a fairly straightforward and simple thing to fix. Could somebody please pop out and look at this as a matter of urgency?
