Crossing lights changing with no pedestrian demand

Pedestrian crossing lights off walls roundabout onto eastern avenue constantly cycling with no pedestrian demand. after each cycle to red push button illumination immediately lights for non existent where nobody has pressed the button to cross where no person is present to do so. this has been observed several times in hours of darkness (by me around midnight traveling through by coach with CCTV)
