Ash Tree located on Highway land problem

here is however a dead (ash?) growing in the pavement on the left-hand side of the Gloucester Rd as one approaches Tewkesbury in a north westerly direction. There is a bus stop before Abbotts Road which is on the right and the dead tree is just after the bus stop It can be seen on google maps, it appears to be in leaf on google maps which is not now the case.
