Loose/rattling cover/ironwork problem

the piping foe th sewage runs down hill, this bubbles out fro, the STW cover and covers the road and into the storm drain. which is blocked and needs to be rodded and jetted. called STW and they do not want to know and believe that this is an GCC issue.....customer called about half a year ago about our drain, informs we came out, had a look then drove off.
