Potentially a dangerous tree

I have concern for the Silver Birch tree that is located at the end of Errington Road, on the grass verge adjacent to the public footpath, nearest to 7 Errington Road, Moreton in Marsh GL56 0HW. I believe this tree has got a Tree Preservation Order (TPO). My concern, it is more unstable in strong winds and therefore potentially a hazard? In its current state, could it dangerous and would it cause substantial damage to nearby property and overhanging communication cables if it were to fall down due to the continuous high winds or strong gusts of wind? The photos show how the tree has formed over the years with its trunk bending over the footpath. In strong winds it sways around quite considerably. Having consideration for the height, its unusual shape and because of its shallow root structure, it is my opinion, that the forces placed upon it during strong winds put a significant high load to its base and consequently to the root structure, so ultimately the roots would not sustain the weight of the tree any longer.

This report has now been passed to the Highways team for assessment.
If repair work is required, it will either be classed as urgent or will be put into a planned programme of works to ensure it is repaired as efficiently as possible.
In some cases a temporary repair will be needed, to make the area safe, then engineers will return to make a permanent repair.
An update on the issue will be provided.
