Tree is damaged problem

Dear Highways,
We have been asked to carry out works to a sycamore that is situated along a highway verge which is very close to the boundary, and overhangs Elm Barn, Cold Aston, GL54 3BJ.
The client has previously spoken to one of your highways Officers, Dan Tiffney, who apparently is no longer working for you. But they said that he had no objections providing they are paying for the work.
The tree has been reduced significantly previously, 10-12 years ago.
They are looking to reduce the tree due to its overall size and crown spread overbearing their driveway and corner of the house.
The spec is to reduce to 10m in height and lateral spread to 8m, raising 5x lower branches back to main stem.
The are also aware that further management of new growth will be their responsibility, and would like to keep a pruning cycle of 3-5 years to contain the crown spread.
The tree is within the conservation area, and therefore will be applied for by myself, but before I submit anything, I would like to ensure we have your permission to carry out the work.

If repair work is required, it will either be classed as urgent or will be put into a planned programme of works to ensure it is repaired as efficiently as possible.
In some cases a temporary repair will be needed, to make the area safe, then engineers will return to make a permanent repair.
