Cole bridge conduit blocked imminent repeat flooding risk

The conduit tunnel under Cole Bridge has a pipe transecting the outlet and historic debris build up over I assume years of poor maintainance. My property at 14 Cheltenham Road completely flooded on the 28th of March at 2am. I have reported this to GCC and the EA. Neither have declared ownership or responsibility for the tunnel and it's maintenance. I have also already reported this to highways last week but no response? There is a distinct risk of repeat flooding again and a risk to life if someone attempts to free up debris that continues to enter tunnel and block its outflow, as happened on the 28th of March. IMMEDIATE ACTION IS REQUIRED FROM HIGHWAYS AS THE RIPERIAN OWNER OF THIS TUNNEL!

We will investigate the issue. If additional clearance work is needed, the local highways team will prioritise the most urgent reports. Where possible, maintenance tasks will be grouped together in a schedule for efficiency.
Sometimes during periods of heavy rain, even a clear gully can be overwhelmed. Usually the water will drain away within an hour.
