Path/Way misused by unlawful users problem

email rcvd 26.02.24 - I have been given a remit to carry out essential repair work to a Network Rail structure off Brockhampton lane, Swindon Village, GL50 4SL.
The structure has a public footpath leading to it from Brockhampton lane but has a vehicle gate that is currently locked.
I have been told by Tewkesbury council that this gate would probably be under gloucester highways control.
Please could you help by pointing me in the right direction with regards to gaining vehicle access to the public right of way that is currently locked.

Should the issue pose an immediate danger to public safety such as:-
•Objects on the highway network (i.e. a fallen tree)
•Faulty temporary or permanent traffic lights (i.e. stuck on red)
•Exposed cables
•Multiple street lighting faults
•Flooded roads

This report has now been passed to the Highways team for assessment.
If repair work is required, it will either be classed as urgent or will be put into a planned programme of works to ensure it is repaired as efficiently as possible.
In some cases a temporary repair will be needed, to make the area safe, then engineers will return to make a permanent repair.
An update on the issue will be provided.
