Blocked spout at Newton Cottage, Watledge Lane spilling water over road - flooding, icing and skid risk

There are several reports along Watledge Lane (e.g. 5614390) for which this is the root cause of flooding.

General issue is surface water draining off the hill with a 'Spout' at Newton Cottage on the north of Watledge Road which drains under the road into a pipe on my property, Yatesfield, which is on the south of the road.

The exit drain from the 'spout' is blocked/partially blocked and this results in water spilling onto the road which is a flood/ice/skid hazard to road users and neighbours.

Highways came on 21 Feb to address the issue and pressure hosed from the north side of the road. Prior to doing this, there was partial flow through the spout drain but all flow subsequently ceased resulting in even more water spilling down the road.

I have today been able to push some drainage rods up from the north corner of Yatesfield on Watledge Lane all the way up to the drainage chamber at the spout at Newton Cottage and have been able to confirm this by 'feel' with another drain rod. This has caused some water to start flowing through my property and has therefore eased the spill onto the road.

I have ordered a spike to fit on the end of a drain rod to attempt to manually grind away some of the calciforous deposits inside the spout exit pipe in order to increase the flow still further but am unlikely to make further progress before Friday 1 March.
