Flooding

Sent to Gloucestershire County Council less than a minute later. FixMyStreet ref: 5477222.
The first two photographs are taken walking up from Augustus Way and the final one looking back down the path. This path is used by children and parents going to the school but today due to the volume of water it was nor possible to walk on it and keep my feet dry. I have been walking this path for 17 years and it has not flooded to this extent so what has caused the water to change its direction of flow down the hill. Would it be appropriate to review the planning application for houses on top of the hill to determine if that is now causing the problem.
