PROW is obstructed

Sent to Gloucestershire County Council less than a minute later. FixMyStreet ref: 5373115.

The right of way has been obstructed. When I used the path I was aggressively challenged by a farm worker that the path had been “decommissioned”

There is a private sign at the entry gate, the right of way is blocked with a locked gate at the farm yard. Has this PROW been decommissioned?
