Surface is damaged problem

Customer says that the byway is very uneven and full of potholes that lead to 2 properties and are getting complaints from residents about this. Customer would like to know who's responsibility it is to maintain this by way. Vehicles use this to get to the properties and are looking for this to be resolved.
