Unlicensed skip - been onsite since August

Sent to Gloucestershire County Council less than a minute later. FixMyStreet ref: 5218548.

Outside 81. Stevens have had a skip outside this address since August. How are they allowed to get away with this. Do the council just allow certain companies free licenses. DOES ANYONE ACTUALLY CHECK!
