Lights working with no work in progress

Sent to Gloucestershire County Council less than a minute later. FixMyStreet ref: 5215815.

No sign advising of who was in charge of works. Nobody on site between 9.30 and 13.00, which was when I passed through. Lights were in operation. No equipment what so ever on site. Who ever just dropped these lights off requires to be fined as they were not required.
