Loose/rattling cover/ironwork problem

Customer reported drains completely blocked, making water pool outside his house. This is exacerbated by run off from construction site up the road. He has been unblocking the drains himself everyday but does not feel he can keep doing this. Would like a call back to discuss the matter, as well as someone to unblock the drains.
