Obstruction caused by wall/building problem

FixMyStreet ref: 5184172.

From HBW35 approaching from SW looking NE there is post out of the ground in the hedge with illegible notice on post. Possibly notice requests diversion to the right around field edge as notice on other side of field. On line of path there is wire on ground, trip hazard. At NE end of field there are wires across the right of way with no ‘lift offs’. Also a faded notice , with arrow suggesting diversion. There is a walkable route, not on the right of way and longer to walk.
