Problem with drainage problem

email rcvd 02.11.23 - We have a public bridleway running through our garden (we own the land). At one point, there is a drainage pipe running across underneath the bridleway that carries the spring water that flows down the hill, through our garden stream and on down to a main stream. We would like to replace the pipe because it has roots in it and therefore must be broken. This would involve digging a trench across the bridleway where the pipe is, replacing the pipe, and restoring the bridleway surface as it currently is.

Please could you let me know what permissions I need to apply for to carry out this repair, given that it involves a public bridleway?
