Loose/rattling cover/ironwork problem

Blocked or damaged drain
Unknown. Rain stopped hours ago and road is dry. However, water is flowing up through the drain grid and along the road surface towards Nine Elms Road. It then flows into the next drain grid, which suggests that there is an underground blockage between the two drain grids.
