Obstruction caused by wall/building problem

This footpath exits the field via a stone stile.
Within two feet of the stile and at a height of c 1m there is a rigid plastic strip, presumably to prevent horses jumping the wall.
It means that one has to limbo dance under the plastic and then negotiate the stone wall.
What is most annoying is that the plastic is supported by wooden posts either side of the stile so the plastic could have been interrupted to accommodate the stile
